Guide me in deciding the model and brand that is best within this budget or even around lower if the quality doesn't degrade a lot.

Requirements are basic and standard.

Also which is the best DTH service in Karnataka to go for.

The best one for you is Samsung 32EH5000, it will cost you around 31-32k

And about DTH, I don't particularly about Karnataka but Tata Sky and Airtel are the best everywhere.
