1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans:
Coding (Eclipse, Netbeans, Android Studio)
Gaming (Witcher 3, Assassin's Creed Odyssey, Kingdom Come Deliverance)
Virtual Machine (Need 16 GB RAM)

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans:35K - 40K

3. Planning to overclock?
Ans: No

4. Which Operating System are you planning to use?
Ans: Windows 10

5. How much hard drive space is needed?
Ans: Already have 3 HDDs and a SSD

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: No. Have 24 inch 1920x1080

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: 3 HDD, SSD, Graphics Card (Zotac GTX 970), PSU (Corsair TX850), Cabinet, Keyboard, Mouse, Monitor, UPS, Speakers

8. When are you planning to buy the system?
Ans: Within 2-3 weeks

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Will build myself

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Kolkata, local buy is first preference, online only if significant deal

11. Anything else which you would like to say?
Ans: Planning to buy below items
Ryzen 3600
MSI B450 Carbon AC/B450 Tomahawk
Corsair 3200MHz 16GBx1

Is B450 safe now or should I go for X570 for peace of mind?

N.B. Posting from my mobile. Apologies for any typo or mistake.

What you're planning to get is fine and good. Yeah, B450 is safe now. Since MAX series have arrived to our shore, you can try to get that (there may be availability issues).
You have 3 weeks time, I hope you will likely to find 3000 ready MAX series board.

BTW, why 16GB single stick. Expecting to fill all the four slots in the future to 64GB?

Thanks for the response.
Yes I also see MAX have availability issue.
Only one stick as it is ₹ 1200 more for 8GBx2. Will it be significant performance gain in dual channel?
Currently trying to figure out if carbon ac worths the money over tomahawk. Any suggestions?

For Ryzen, Yes. There will be noticeable performance difference.

For your use any of those two will do fine and good. If you couldn't find MAX at the time of buying, go for ASUS or Gigabyte board. They do have better BIOS, PBO, XFR than MSI.
ASUS Tuf B450M Pro Gaming
Gigabyte B450 Aorus Pro

PS: You will need to update BIOS if the board is not MAX/3000 ready.

b450 tomahawk max is being sold by Vedant from kolkata for 12k approx. But is it worth buying a b450 board for 12k when cheaper x570 boards are available for around 15k?

Ain't they getting sold out? There are people who find it worth. May be not me, may be not you, but there are people who find it worth buying at that price or at least they find that's the best choice for them.

It was launched at ~10900 but they increased the price after seeing such demand. At 12k it is certainly not worth buying when you can get gigabyte X570 for ~15k.

I am confused over the motherboard. Earlier I read MSI do not have voltage offset in their bios. But they have the best VRM. So I was thinking ROG strix b450 f. Now I find that MSI have voltage offset in their January bios update. So I am still inclined to MSI b450 tomahawk/carbon ac. What do you guys think?

Don't buy MSI mobo just for "voltage offset"/overclocking because ryzen 3600 doesn't need it for majority of the cases.Only buy MSI non-max version if you specifically want good VRMs & hope you won't run into bios issues(or aftersales support because MSI has a poor one in India going by recent posts in /r/IndianGaming).

In that case I might go for ROG strix f or even save money and go for Asus TUF B450M Pro Gaming?
Only problem is these do not have bios flashback.

Don't go for either of them, both cost higher & are inferior to asrock B450 pro 4 *i.redd.it/7n48gewun0p21.png
Buy Online Asrock B450 Pro4 AMD AM4 Socket Motherboard lowest price in india at www.theitdepot.com

If you can afford to wait & spend more then I suggest that you go for Asus Tuf gaming plus X570 for 16.9k(best X570 mobo under 20k) or even gigabyte X570 gaming X(similar to B450 mobo but with much better VRMs & of course native Ryzen 3xxx compatibility) for 15.5k.

For RAM you can get these ADATA XPG GAMMIX D30 8GB (8GBX1) DDR4 3200MHZ RAM

It's alright. Don't have to emphasis too much on VRM alone.
Check for features you need in the board and narrow down your choices. If your top pick is not available when you buy tomorrow go for the next one.

can you post the date of manufacture/import of your asrock mobo?was it ryzen 3000 ready out of the box?

how much did you spend on the board and what was your total expense on these purchases?

Month and Year of manufacture: Jun '19
Month and Year of import: Jul '19
It was Ryzen 3000 ready out of the box. Same was mentioned on the box. Had May bios.

Ryzen 5 3600 - 17050
Asrock B450 Pro4 - 6962
GSkill Ripjaws V 8GB - 3599x2 = 7198
Total - 31210

One thing I found cpu speed is not going below 3.8GHz in windows task manager. Hence idle temps are btween 45 - 50. In Ryzen balanced plan. Tried other power plans as well but its the same. Any insight?

How come Asrock B450 Pro 4 is 6962,isn't it 7k on mdcomputers?

Seems like it is normal for these ryzen 3xxx processors.Make sure you use only ryzen master(& not simultaneously running hwinfo,cpu-z etc for monitoring) & you can also try windows inbuilt balanced power plan setting.

When I bought, I was expecting it always stays at base clock. But it was moving from 1600-3700mhz all the time, mostly @ lower end of that range. Later learned that's how its supposed to be.
BTW, here is answer to your question.
The final word on idle voltages for 3rd Gen ryzen : Amd
What about Ryzen Balanced vs. Windows Balanced Plan?

By now, you may know that 3rd Gen Ryzen heralds the return of the Ryzen Balanced power plan (only for 3rd Gen CPUs; everyone else can use the regular ol' Windows plan). This plan specifically enables the 1ms clock selection we've been promoting as a result of CPPC2. This allows the CPU to respond more quickly to workloads, especially bursty workloads, which improves performance for you. In contrast, the default "Balanced" plan that comes with Windows is configured to a 15ms clock selection interval.

Some have noticed that switching to the Windows Balanced plan, instead of the Ryzen Balanced Plan, causes idle voltages to settle. This is because the default Balanced Plan, with 15ms intervals, comparatively instructs the processor to ignore 14 of 15 clock requests relative to the AMD plan.

So, if the monitoring tool is sitting there hammering the cores with boost requests, the default plan is just going to discard most of them. The core frequency and clock will settle to true idle values now and then. But if you run ourperformance-enhancing plan, the CPU is going to act on every single boost request interpreted from the monitoring tool. Voltages and clock, therefore, will go up. Observer effect in action!

@masterkd : can you please upload a photo of the box that contained your mobo,as well as some screenshots of the bios if possible?

did you get the items directly from md's outlet at chandni chowk in kolkata?

apart from the high clock speeds during idle, have you faced any other issues with your setup till now?

It's not the difference that matters but that "unusual figure of 6962". My guess is he bought it directly from mdcomputers shop in Kolkata but still like to confirm as it gives an idea of how much extra money one pay for using "payment gateway" at these small sites(primeabgb has a similar method where if you ask them over email to give their acc no to directly transfer money then they will quote a lower price which will eventually be cheaper than final online price even with shipping charges).

I have been checking in Ryzen Master for last few days. Here I see idle temp around 35C and peak speed going as low as 350 MHz. In load it is around 60C and 3600 MHz. No boost?? I am not sure.

One thing I find my system is not going in sleep automatically. Yet to figure out why.

My system is not booting if I load XMP profile @3200 MHz. Manually changed it to 2933 MHz.

Ryzen 3xxx works differently from previous gens, you can pretty much neglect the boost(performance will be fine). As for system sleep issue, may be it is ryzen 3xxx related, try exiting any monitoring apps like hwinfo etc & then see if it helps.

Asrock ram support has always been a bit rocky compared to others, may be in future with some bios update you may achieve 3200MHz on Ryzen 3xxx.

I don't think this is of any concern for a typical user, may be those who run their pc 24*7 under heavy processor load(only possible in some type of commercial work environment) & even then it depends(a current processor lasting 4 years(standard warranty+1 year) is good enough for me as by then ddr5/6 ram would be the norm.

Hope core boost, PBO are enabled. Try HWinfo, you will see CPU hitting boost frequency.
Check power plan, they may have to do with it.
That's a bummer. Not getting advertised xmp frequency.

ASRock's ABBA BIOS fixed boost issues for me. But do note that not all cores can boost to the rated frequency on the box (with single-threaded workload). Most cores do.
