Sapphire HD6870 - 11k
Corsair GS600 - 4k

5k left, and in this you can get a decent cabinet. I cannot say about a DDR2 RAM's price/models..

But I think a 6870 is too much if you dont want to game at HD... :|

If you don't have any plans for going with a HD monitor in future, I would recommend you to upgrade your CPU & Mobo too.

AMD Phenom II X4 840 - 5k
ASUS M5A97 -5.5k
NZXT GAMMA/CM 430 -2k/2.5k
Sapphire 6790 -7800
TOTAL: 21k

NOTE: These prices may be outdated..
