HTC Mobiles Desire C is best in this Budget and according to your requirements.

AVOID DESIRE C !! Super laggy phone.

@op check out Huawei Ideos X5 Pro / Xperia Tipo instead.

Huawei Ideos X5 Pro comes with gingerbread. I need a phone with either ICS or Jellybean or that can be upgraded to jellybean. How is the battery backup of tipo?.Somewhere i read a talktime of 5 hours. Basically, my friend is migrating from BB to android platform. So he needs the good of BB (email client), and advantages of android. Also, he needs wifi hotspot

X5 Pro already got ICS Upgrade and IMO no smartphone w/ 512 MB Ram will get official JB Upgrade

Possibly. But there will be budget droids with 512 mb RAM.

depends on the hardware actually. Xperia J with 512MB ram will get JB update mainly because the amount of ram dedicated to GPU is less. So more free memory for the system to use. Xperia Sola/U won't get JB update because 1/3 memory is dedicated to GPU and Android OS will use up the rest. No free ram left for user and so apps will lag and slow down.

What I actually meant was an Android phone with Ics or that can be upgraded from Ics to jb. Jb is not mandatory.

X5 pro will suit you just well.. the processor is capable of OCing to 2.0 ghz, better than any budget dual cores

Well, my friend will not be doing any OC'ing or rooting. And he prefers Samsung or HTC.

Its the Snapdragon S3 chipset mate, if I am not wrong. And those are really powerful. Cortex A9 I guess.

Xperia J and Sola are available at almost same price, considering that Xperia J is a very good option in budget of 15k, One can even have a look at Desire V

Snapdragon S3 is a family of chipsets, the one in Desire C has the lowest possible model of S3... The QSD 8255 (S2) is around 15% faster than a MSM 7225A (S3) at stock speeds..
But QSD8255 can be oced to a whopping 2.0 ghz, which gives speeds better than all budget dual cores

avoid Xperia J at all costs..seriously who in their right minds would spend 15 k for an adreno 200 ? LOL
Xperia Sola is good, but there are some issues with it, that are coming up lately

If OP wants to go for One V, then id suggest a Neo L instead.. ( same everything but bigger screen and less price)

I have a new suggestion. OP should look at the Micromax A116 Canvas HD.

My friend only want from htc, Samsung or maybe from Sony. Also, as explained initially he is migrating from bb. His usage will also be similar. Importance will be for mail usage, with good talk time and battery backup and browsing.
