Is there any app on windows to make calls to landlines/phones by subscription model ? Like Skype , but it doesn't allow calls inside India .

It's not strictly allowed to make VOiP for calls within India to landlines or phones by TRAI (hence services like Skype don't allow).

If you can prove residence in a another country you can get Skype of that country to make calls but that also isn't very legal.
