If I downlaod VLC does it mean my volume automatically enhances

No, only while playing some video or music, you can increase volume to 200%

what about permanent solutions..the one that keep the volume up and enhanced

There was a time when some laptop manufacturers stopped providing warranty for blown speakers on laptops because of usage of vlc player.If it is desktop then there should be no issues.

There is a realtek mod that can probably achieve this. Search the forum its quite old.
No guarantees and not recommended at all.
You can buy a cheap amp and get better results.
If its laptop speakers, then no other way
