go to control panel->administrative tools. Select Computer Management and right-click it. Choose Run As and enter a username-password combination for a user with administrative priviledges.

Select the "Local Users and Groups"->Users option on the left window. The list of users comes on the right. Choose the user and double-click. Go to the tab "Member of.." and press "Add" button to add the group "Power User" (Add->Advanced->Find Now will list the various groups...)
