This is what you may need to know,

What is the difference between Kilobits and Kilobytes ?

so if BSNL says its 256 (kilobits/second) kbps so, u expect to get 31 - 32 kBps (Kilobytes/second) download speed !!! :)

Roughlly the advertised speed its 8 times of our file trasfer speed in a way we calculate it or rather understand it :)
