Kindly suggest some good LCD TV models under 30K with good contrast ratio. Will be watching tata sky DTH and mostly movies.

Under 30K is difficult. You can check Sansui, its available at 27K for a 32" piece. I checked them once didn't find any serious drawback even contrast ratio was 15000:1.

Between 30k-40k there are options, try LG or Panasonic they are good with plethora of connectivity options.

If you can live with a 24" Screen, then isn't a LCD Monitor with an external TV Tuner card a better option then a LCD TV. Not only this will be cheap but can also be used as a Normal Monitor.
