because that requires a PAN card and credit card neither of which I have and my dad wont get himself a credit card at any cost he is too afraid of online transactions.

No, PayPal doesn't require any Credit card. You only have to have a PAN. The procedure is simple and you can activate it withing 3 working days. You should also have a back account.
Create a payPal account and give details. They will transfer fraction amount to your Bank account number and validate that account. PAN is necessary not the credit card. and every Indian should have PAN so you apply for it. I dont think anyone here will share those things with you, so better start yourself.

Since he needs to send money, credit card is a must. Even if someone has paypal balance they cant use it for purchase becoz of recent policy changes with paypal india.
