No, VX450 is minimum recommended for this card...

^^ no worry. it'll support. total power consumption will be around ~250W. even if CX400W offers 350W (in worst case), theres a 100W gap to reach deadline.

Now....two contradictory opinions..I dont have much budget to afford VX450 :(...My budget is around Rs 2.7k). I guess it can handle GTS 450 since CX400 can easily handle HD 5770. GTS 450 and HD 5770 require almost the same power requirements.....

CX400 can deliver 360W on it's +12V rail and with the gfx card installed your rig will consume around 300W - so you are perfectly safe to buy a CX400.

Depending on the overall config, a CX400 maybe considered as a tight-budget version of the VX450 if one may say so.
It should be able to handle a GTS 450/HD5770 along with the rest of the components you mentioned.

Yep,Corsair CX400 can handle that system.
But,if u r not on tight budget then go for 450W.....

CX400W can handle upto 478W max and VX450W can handle upto 580W.... so CX400W will suffice ....
