From Dealextreme

About:
Designed to troubleshoot PC boot failures, when PC doesn't even show Video Card/BIOS screen (thus no error code/info is available)
- Features 4 LED indicators for power supply status, and a 2-digit numeric display for detailed diagnostic code
- PCI slot interface
- Plug-and-play

basically its a diagnostic PCI card that will help diagnose PC boot errors (no-post , faulty PSU)
According to the reviews, its pretty useful thing. What does TDF think? useful ?
what gets my attention is how cheap it is. It costs only Rs. 111 , including shipping!

Note: If anyone of you is planning to buy it, please wait as currently the PCI card may not come with the all important manual.

If you don't know how to troubleshoot/powercycle your hardware it will aid to make a conclusion. Not really needed, but if you're someone who puts a lot of systems together and you don't mind having one around? Yeah you can.

I don't know what you mean under your note. All you need to know the DEBUG LED codes which you find them easily via google.
