i have 16gb 5400 rpm hdd..... samsung one..... is there any way so that i can connect this hdd to my pc through my usb port??? n can this act permanently like a usb drive?? what additional hardware n software are needed????

Yeah.You could get one of those IDE toUSB HDD Enclosure.To give you a idea here is a pic from a search via google images.
