Converting .Bin file to Readable format

Dear All ,
I am trying to convert .bin extention file to readable format . I tried virtual clone drive, Power ISO, Magic ISO but it is not at all showing or not working.Can you help me in this regard?
I have attached a sample file in compress.

What is the source of the file and what is the purpose of the file. It may be some other proprietary format as BIN can be a generic extension too.

Even BIOS dumps and Virtual Firmware's are in BIN format too.

It looks like a firmware file for some electricity meter(like the ones used in homes for billing purpose).
