You want them to select as text ? Then, you will need an OCR software + PDF creator combo

No Sir no text. Jpegs are photos with atleast 300dpi quality. I want to convert them to PDF without any loss in quality. The converted one's are to be used for printing purposes.

Try WPS office or Libre Office. Both has Document to PDF conversion, free as well.

Microsoft print to PDF option is also there but they decrease the quality of the photo. Someone who needs this software says that it decreases the pixel of the photo hence not good for printing.

Have you tried any of the solution I mentioned ? I am not sure how they works with DPI. Personally, I like to think that they keep the resolution.

Tried, dpi+resolution are not intact after conversion. Any other option?
