Hi
My friend has i5 3570k! He has the stock cooler and now wants to. Oc it......
Which cooler he should buy???(aftermarket heatsink+fan/closed loop liquid like h100/build custom liquid cooling??)
Budget upto 15k

Don't spend too much money on CPU Cooler.

You can go with the allrounder Coolermaster Hyper 212 Evo. Its sufficient for OC.

A 4k cooler will be fine. Even the CM hyper 212+ is good @ 2k.
Noctua DH14 is also good.

For a budget of upto 15k, you're lot better importing Swiftech H220. You should be able to get it under 13k landing price excluding Octroi. Someone in India ordered few units.

You don't need 15k for an after market cooler and you can go for Corsair H100i @ 7k where you can easily OC your 3570k to 5.0GHz. These are Hyderabad prices(CTC).
