SMPS fan not working means most prolly your SMPS is fried.

Are you hearing any bip sounds while boot up?

^second that. Most likely SMPS is fried. Do you see any light on the motherboard when you switch on the power ? (most motherboards I think have an onboard LED for power status )

Dont keep trying to switch it on, you may damage everything else (if they aren't damaged) try getting a SMPS from someone and test whether the system boots up using it.

Well if check your motherboard on a friend's PC. If it doesnt work there its your mobo that's the problem. Otherwise your can say SMPS. But better if you post your full config along with brand name.
