Do bigger wheels in scooters have advantages?

Some international Honda scooters for e.g. Vision 110, SH125 etc have 15 to 16 Inch tyres while the Suzuki burgman in India have 10 inch rear tyre. Does making scooter with bigger tyres highly increase cost?
