Dual sim phone under rs.6000

Dunno about best, but I've had hands-on with a LG GX300. 2MP camera with LED flash. ~5k, if I recall correctly. It may be slightly outdated by now, so look for its successors.

Nokia C2-03 if you want a touchscreen and a physical keypad as well.

My father needs a phone with 2 gsm sims. Prefered Qwerty. Not really need Wifi but should have good battery life. Similar budget.

^^ if you can get a hands on experience, check star2 duos. looks descent for the price.
