Volume licensing means the number of licenses(read pc/workstations) which you can use. If you buy one volume license, you can use the product on one machine only at a time.

Volume licence saves you from the trouble of taking care of multiple CDs! You are talking about 10 machines, imagine a company with 100 or even 500 machines! What do they do? :)

So this way you can take one set of CD and multiple licenses and install legal copies in all machines. Plus there are some discounts on volume licenses. You can enjoy that too :)

I think they are different. They ought to be. But I have never purchased OS like this in volume licence, so not too sure. Commone Sense suggests, they ought to be different :)
