Explorer Bar Icons · DIGIT-ARC

Can anybody please tell me how to make Explorer Bar Icons for Windows? Tried googling, but coudn't find any proper tutorial.
I have moderate self taught knowledge of Photoshop. Can it be done using photoshop? If not, is there any other freeware that can be used for the purpose?
