We see many campaigns in India about Alcohol & Smoking kills. But Indian Govt has lot of income from it.

Now check the below video on Japan

Japan literally wants it's young generation to Drink Alcohol and have s**. The latter due to declining population.

IIRC, it's actually easier to emigrate there since they are constantly looking for skilled individuals due to the above-mentioned population issue. Don't know where I read about this so don't quote me on that.

Yupp, only issue is that they require minimum 10 years for the person to live there before he is eligible for PR, plus One has to learn Japanese which ain't easy. Still, they easily give work visa for individuals to work.
