I need a GPU under 3k or 3.5k to play CS:GO on mid settings (16:9) and get 50 FPS or more. I currently have a 4th or 5th Gen i5 and 4 GB DDR3 RAM.

That is probably worse than Intel HD Graphics 4600. There is really nothing to suggest at that price point over the integrated graphics he already has.
try to get an used Gt 730 2gb (ddr5 version)-they can be found in the used peripherals market for about 2.5-3k these days

If you're getting it for free, then it should be ok. CS:GO's historical low has been Rs 182 (as per steamdb.info/app/730/ ).
