I have an old PC with ASUS M5A88-M motherboard, AMD Phenom(tm) II X4 970 Processor and 8GB Memory. Wanted to give a fresh life with a decent graphic card within a budget of 3-4K. Any suggestions?

Get any used GPU, like GTX 1050/1050Ti or RX 460/470. Your PC is too old for modern games.

Don't buy a new GT 710. Get a used one for ~1k if you really want it.
