Nope. Available only in Canada and Japan as of now. Most likely it wont launch in India just like the Steam controller and Steam Link.
Will I be able to play Alyx without VR? Because I don't want to use VR.
Short answer: No.
Long answer: Though not currently, and definitely not officially, it's likely that someone will mod the game to run without VR. However, considering the gameplay mechanics are designed with VR in mind, I doubt a non-VR version of it will be playable at all.
