CBL stands for Composite Blocking List. Due to the widespread problem of spam, there are anti-spam services which are employed by many mail service providers. These services have a list of IPs that are known to be used by spammers and block mail from these IPs.

It's a sad fact of life that millions of perfectly legitimate, non-spam mails are prevented from reaching their destination because unscrupulous spammers have abused such IPs.

This is somewhat like having to put up with the performance penalties caused by having an anti-virus program running on your computer. But at least you have some control over your AV software.

This reminds me of a time some 5 years ago when I made a successful bid for an item on eBay, but I couldn't contact the seller because my ISP was on his mail service's blocked list. I solved the problem by registering with his email service, fortunately a free one.
