For Applications/etc.: Beginning J2ME: From Novice to Professional (Apress Publishers)
For Games (previous J2ME/Java knowledge helpful): J2ME Game Programming (Course Technology PTR)

Both are really good! :)

1. Java Development Kit
2. Java Wireless Toolkit (includes Emulator, etc.)

Here is a small (really good) tutorial :)
