Dude,please elobrate your problem properly.You have not mentioned what type of connection you have(broadband or dialup)and ISP(internet service provider)that you are using.What O/S you are running on your PC??give us more details.
Kindly elaborate on that.
There might be hundreds of causes for that error.

try some other browser and see if its working
Its a virus..My friend had the same prob even after we tried it in all browsers..try scanning for viruses or reinstall
why do you botheforget about IE,try firefox.by the way it is a bug.try avast for this if you want to continue with good old IE
