How to disable highlight black border in chrome while using the mouse...It's annoying to work

Have you tried checking/unchecking the 'Quick Highlight' option in Chrome Settings?

Access Settings by clicking the 3 vertical dots at top right corner and search for 'highlight' in the search box.
