i need a hard disk and dvd-drive.

hard disk should be preferably more than 1 tb.

budget 4k . max 5k.

Seagate Barracuda 1.5TB - 4.3k
LG/Samsung DVD writer - 0.9k
Total 5.2k.If you strictly wanna keep it under your max budget then go for Seagate Barracuda 1TB for 2.9k
