Is it the right time to buy a PC

I wanted to know if it is the right time to buy a PC as the $ rate is at all time high. Or do you suggest to wait for some time.

I want to assemble a PC which would be used for Programming, Surfing and TV viewing. And I want to build it in 20-25K. And should be future proof for at least 1-2 yrs
