before buying just wanted to see if anything is out of place or is it a nice build for 60,000 (including monitor)

processor i5 6500 @ Nehru Place 14000
mobo MSI H110M PRO @amazon 5500
ram 8GB DDR4 Kingston @amazon 2750
hard disk 1gb wd @amazon 3750
graphics card 950 geforce 2 gb @ Nehru Place 14000
monitor BenQ RL2240HE @ Nehru Place 9000
case Circle 819 @amazon 3600
smps corsair 450w @amazon 3000

Any recommendation. Just missing a UPS

Nope, dump the PSU, get antec vp550p and get a RX470/GTX 960 instead of GTX 950.

Also fill the questionnaire.

Get a quote from local shops too.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')

Ans: FIFA 17 , city skylines ( cpu intensive I guess) . RDP's , occasional Scripting.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 60,000 including monitor

3. Planning to overclock?
Ans:no

4. Which Operating System are you planning to use?
Ans:win 10 + ubuntu either in dual boot or as VM

5. How much hard drive space is needed?
Ans:tough 240-400gb would be more than enough but their is hardly any price difference b/w them and 1tb ones

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Benq 21.5 rl2240he 1ms

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans:

8. When are you planning to buy the system?
Ans:NOW

9. Have you ever built a desktop before or will this be done by an assembler?
Ans:no , first build

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans:will shop from nehru place + amazon ( can't buy all from nehru place as logistics will be problem , bringing everything back to my house will be pta , so tradeoff b/w amazon & nehru place)

11. Anything else which you would like to say?

Go with the above suggested Configuration. You will not notice any difference between the monitors with your naked eye.

Don't worry.... You don't seem to play anything competitive..... Anything under 8ms is good enough. The Dell one is an ips panel. You won't get 1 ms for ips.

yup making the change.

Also will GTX 950 easily install on GA b150m d3h ? I was watching the videos and the pcle slot seems to be too close to the RAM slots .

If you think it's too crowded, go for ATX board, which will cost you ~2k more.
