Galaxy 8600GT 256MB DDR3
DELL SE198 WFP 19" LCD
SONY 820A DVD Writter
SAMSUNG DVD Drive
FRONTECH TV Tuner Card
ATP 3 2:1 Speakers
Saitek Eclipse II Keyboard
400 watts Antec SP PSU(12V R1=15a, 12V R2=14a)
SLK 3000B Cabinet

your motherboard is one which requires quite some power. not to mention your graphics card. you should opt for something over 450W. consider VIP 500W PSU which comes for around 2.4k

The PSU upgrade is necessary or not?

u don't need to upgrade PSU for ur 8600GT...however if u want to OC (CPU or GPU)...then it's a different story...u can go for better PSUs to be futureproof anyway

more than enough. 15A+14A is enough juice to drive ur components.....

When the LCD Monitor (DVI Connection)is switch on,the brightness of the LED fans in the Cabby goes down.
Also the voltage ratings of the PSU are:
+3.3V -3.22v
+5V -3.74v
+12V -13.49v
CPU Voltage -1.23v(voltage ratings from PC wizard 2008)
1)What is the reason for the LED fans Brightness goes down?
2)Are the Voltage ratings normal?
3)Is there any problem in my Antec SP400w?

Sorry i missed that bit:(. I think your current one should be fine. As long as your not into hardcore overclocking, it should just do fine.
