i need to buy a 16 port swich cheap,even second hand will do.whats the expected price?

can i link 2, 8 port switch to form a 14 port switch?(with rj 45)

I happened to buy a 24 port switch (el cheapo brand) for somewhere below 3k I think. So likely its lesser for 16 port ones. After checking delatapage.com I found a Dlink 16 port switch for 2.3k .
