Normal laptops for browsing n casual works will come well under 40K.
Now if u need a mean gaming laptop then u got to make your pocket lighter by about 1.5 lacs or even more............ and u can get pretty descent lappy at about 75k

Today I happened to see an advt of ACi laptops wth 9 models ranging from Rs.19,999/- to Rs.69,999/-.
The lowest model has the following specs.
Via C3 Nehemiah 1.2GHz
14.1 XGA TFT
40GB HDD
128MB
( I think this will do for casual works and browsing and ACi being a known brand, quality may not be that bad)

And the one for Rs.69999/-
Inel Core 2 Duo Pentium M (Merom) 2GHz (claimed to be the first one with Merom in India)
15.1 WXGA
80GB HDD
1GB DDRII
DVDRW
!.3MP Webcam, WiFi etc.
