Usage: primarily for programming. Eclipse.

Need the best processing power for this budget, and a decent screen.

Was looking at this list: Best budget laptops under Rs. 30,000 (up to June 2013) - Laptops | Laptop | Notebooks Reviews | ThinkDigit Features
(May be a little out of date).

Also can you guys suggest where to get bulk deals on laptops ? (In Bangalore/online)

And please don't stretch the budget.

Contact local shops for bulk offer.
In 30k, you can max get third gen i-3.

Os does't matter. Preferably with windows7/8 . Otherwise Linux is ok too, if there is a significant reduction in price.

Skip HP. Get a Dell, check the model I mentioned.
