Budget -50K

Intel Core i5 6600K -18000,
Asus Z170 Pro Gaming -14500,
Corsair Vengeance LPX 16GB (8GBx2) 2400Mhz -6000,
HIS RX480 8GB Iceq X2 Roaring Turbo -23000.

Total -51,500.

OP can re-use the existing CPU Cooler, HDD, SSD, PSU, Cabinet, Monitor by selling of the processor, motherboard, ram and GPU.

AMD GPUs are better than nvidia GPUs regarding DirectX 12 games are concerned.

Even by using revamped drivers which are recently released by AMD, in DirectX 11 games good fps is coming.

Since the above monitor is old, OP can go with LG 24MP88HM @ 14.5k

The above monitor is a free sync monitor, so reduces screen tearing and provides better refresh rates.

^ No need to change the GPU. GTX 960 is more than enough for the games OP mentioned.
