Is there a free way to mirror iPad Screen in Windows 10 without using Internet for mirroring?

I have tried with 5K Player and LetsView. Connecting using AirPlay on both gives error message on iPad.

If iPad can mirror to miracast or similar protocols, used in most TVs, then it can mirror to Win10 with wifi as well (works in laptops):
