Today while turning on my laptop i.e. TOSHIBA SATTELITE L45-S7423, I saw a weird problem that my laptop is not charging. After examine a lot, I found that some parts of the cord was burnt or broken. See pics.

So my question for you is that

1)Is this AC adapter repairable?
2)If not suggest me some good cheap adapter brand/model.
3)This laptop require 65/75/95 Watt adapter??
4)Budget-Max 1.5K

^^ It can't be shipped to India.
CM 90W power adapter is quite good but it overshoots the budget.
