Are you ok with buying imported phones? If yes, then you will get some great devices like these:
Imported Samsung Galaxy S5 Duos G900FD 16GB Dual SIM 4G LTE | eBay

Deal 10 NEW Imported Samsung Galaxy S6 Duos Dual SIM 32GB 3GB 5 1" 16MP 5MP | eBay

Brand NEW Sony Xperia Z3 Dual Imported 16GB 3GB RAM 20 7MP Copper 7311271484066 | eBay

Among the phones available in India, considering your requirement of a good camera, I would suggest Galaxy A8 (over priced for the specs though, but still a good choice if dual sim & good camera are primary requirements)
Samsung Galaxy A8 Price in India - Buy Samsung Galaxy A8 White 32 Online - Samsung : Flipkart.com
It has same sensor as S6 & Note4/5. Just for your info., even Z3 has an inferior sensor compared to S6
