After formatting & installing Windows 7 on my newly built PC & installing Graphics Card drivers via CD, installing Gigabyte Motherboard Chipset drivers with additional softwares provided by the CD in the box, the PC became too slow that it was taking 10-15 mins to perform a click operation like opening task manager from task bar.
I only installed ZTE's USB dongle besides the above two.
To diagnose, I inserted a bootable Windows 7 pen drive which I used it to install my windows in the first place. After loading windows files it stopped at the "Starting Windows" screen with the colourful logo. The same is also happening when I restart my PC & the OS already installed.
I am not getting what's the problem.

Intel Pentium G2030,
WD Green 1TB,
Antec 450W psu,
Corsair Value Select 4GB,
Zotac Geforce 610,
Local manufacturer DVD-RW,

most probably the HDD is acting weird.

I go with TG,
Look for the HDD light on the front panel of the PC. If the light stays ON when the PC is in non responsive state. It will most probably be the HDD.
Try to see if you can boot and run Ubuntu live cd.

try with safe mode, if it boots uninstall all the drivers and reboot the pc
