I will buy a desktop after my semester exam, now using a laptop.. my total budget is 40k.. for graphics card i can spend upto 10k, & for psu 4 - 4.5k..

if you have to get GTX 650 Ti then look for the 2 GB version only, do not get the non Ti version..
I would suggest MSI/Gigabyte/Zotac
Zotac has 2+3 years warranty but look for the service centers near your area..
If u live in Kolkatta, stay AWAY from XFX and ASUS :)

Assuming you wont be doing heavy Overclocks on the cpu & gpu,
For the PSU - get a cx500V2 @ ~3.5k (should allow moderate Overclocks).

If you want to invest more - Get a GS600 V2.3 @ ~ 4.5k.

A CX430V2 will be fine, but I would suggest you get HD 7850 and a CX500V2 if you are going for a 40K rig.. it will fit perfectly under your budget..
