Q1. Can i send money in US dollars to an ebay seller?

Yes, you can

Q2. Can i send money if i am not an user?

Yes you can, provided you have a credit card

Q3. Why do you have to enter the email address and how will the person at US get the money?

Paypal account login is an email address. When you send $$$ using Paypal, you should use his paypal id (email address associated with it) as recipient address.

Will be great if you ask in English, anyway I guess your question is - you are not a paypal user and how will you get his email address ?

Or you meant you are not a paypal user, but wanted to send money ? Please explain.
