@Akshay : Suggestion on your config.

RAM: Corsair XMS3 DDR3 2X2GB 1600 9-9-9-24 - Rs. 2400.00

UPS: APC 800VA - 3.5k or Numeric 800VA - 2.5k

A 450w PSU ca be easily handled by these UPS.

If the monitor has an hdmi port , you can hook any device onto it including game consoles and hd settop boxes.

Benq does not seem to have HDMI input (uses DVI). Is there any good option with HDMI input (atleast 21")?

Also will I need a CPU cooler?

Will I need a CPU cooler for this config? I have shortlisted another Samsung TV cum monitor (full HDMI) (Samsung Konect Plus). is that a good choice?

Same goes here, no need of any cpu cooler, until unless no requirement of overclock.
