1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Games like Watch Dogs,NFS Rivals,Crysis 3 @ 1080p ultra setting.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 70000 (can be extended up to 75000)

3. Planning to overclock?
Ans: No.

4. Which Operating System are you planning to use?
Ans: Win 7

5. How much hard drive space is needed?
Ans: 500GB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Will connect to my Television.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Speakers.

8. When are you planning to buy the system?
Ans: Today

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: No

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Delhi will buy everything from Nehru Place

11. Anything else which you would like to say?
Ans: no

but just go for i5 rather than Xeon, Xeon is efficient for servers. Xeon is power efficient in some amount but i5 gives you more processing power (good for gaming)
everything is almost my rig, and i am happy with it.
i got for 67k

Modify this a little.
this a little.
i5 4440/4570 12000/13000
Gigabyte B85M D3H 5500
Sapphire r9 290 tri x 32800
Corsair Vengeance/ Kingston hyperblueX 2x4GB 5800 (buy whichever is cheaper)
Antec VP650p 4500

If you get short on cash change the HDD to WD Blue. Check if 300r supports the 290.

What? Dude, Xeon E3 1230 V3 is just an i7 4770 without an IGP. Get your facts corrected. It has got much much more processing power than even an i5 4570.

since he does not need monitor, get sapphire R9 290 tri -x -32.8k instead of 280x also get Seasonic S12II 620 W - 5.5k. getting a good mouse and keyboard is also important to a gamer. get logitech g105- 2.8k and lenovo m6811 - 0.7k

But as his system is for gaming, a monitor would be better right? 40" TV, 1080p graphics will not be say stunning

ohh wait OP doesn't want a monitor right? I didn't notice :p here's the new rig -

Intel Xeon E3 1230 V3 ~17.5k
Gigabyte GA-B85-D3H ~5.5k
R9 290 ~30k
HyperBlueX 2x4GB ~ 5.5k
Seasonic S12II 620 W ~ 5.5k
Corsair 300R ~ 4.5k
WD Black 1TB ~5.5k

You can buy a San Disk 32GB SSD ~2k for faster booting if you want.

i will skip this to those people who have played/have been playing games on their 32/40" TV! I hope it is not that bad either.

i don't have a high end rig, i play on a 40" monitor with a GT 210, and let me tell you, that big screen makes a huge difference :D

I too don't have any experience regarding that. But I just went with the pixel density and stretching of the graphics.

I disagree with this due to personal experiance. i7-3770 loaded assembly in SE much faster than XEON.(I've worked on both processors in my office.

PS: That assembly had around 200 parts.
