1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans:
Mainly for Programming & Data Analytics(Very important) . Data Analytics to be done using MSSQL (DB size more than 100GB) as I am developing some algorithm. Later on, I do plan to make use of deep learning. Hence, I will add better Graphics card at a later stage(Need bare minimum to start with). There will be a lot of read and write operations (May be 50-60GB Write per day on some days. )

Please do suggest a good motherboard which will help me in adding additional components later (may be 2 graphics card). The max RAM supported should be high.

It is very important that there are no bottlenecks between CPU, Memory/Ram & HDD/& SSD (File IO Operations). Hence would prefer a good cpu (preferably AMD), RAM (High frequency & compatible )

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 1 Lakh. Can be extended, if really needed.

Price of Monitor can be excluded from the budget. However, please do suggest a good monitor(large size).

Graphics card price can also be excluded from the budget as I am planning to have better gpus later when the price drop happens. Will start with minimum.

3. Planning to overclock?
Ans: Absolutely Yes.

4. Which Operating System are you planning to use?
Ans: Windows 10. May be Ubuntu as well. Multiple Partitions.

5. How much hard drive space is needed?
Ans: Maybe 1/2 TB of 7200/10000/?higher rpm drive. (Enterprise class.) Should be very robust. Data loss would be a nightmare.
& SSD

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Equivalnet or Higher than 1920*1080. Size 24 linch /27 inch(preferred)/higher?

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: except monitor.

8. When are you planning to buy the system?
Ans: Within 1-2 weeks.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Yes. I can do the assembling. Not sure about the Liquid cooling though. However, should be able to do it.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Live in Delhi.

I can buy locally if you can suggest the right place to buy. What would you suggest about Nehru Place ? Have heard good/bad stories about cost to cost /smc international/ Computer Empre.

I am open to buy some/all components online.

11. Anything else which you would like to say?
Ans:

It is very important that there are no bottlenecks between CPU, Memory/Ram & HDD/& SSD (File IO Operations). Hence would prefer a good cpu (preferably AMD), RAM (High frequency & compatible ).

Please do suggest good GPUs for my planned future purchase.

The Cabinet should option to add extra fans. Please do suffest some good fans as well.

Is there somebody in the forum who can give a satisfactory suggestion for the build ?

This may overshoot your budget depends on the choice of components you pick.

Ryzen 7 2700X
- Wraith Prism is quite good (some claim it's as good or close to CM Hyper 212), use it and see if it's good enough or you need AIO liquid cooling.
ASUS Prime X470 Pro
Adata XPG Spectrix D40 3200mhz 2x8GB DDR4
- Though cpu/mb combo could do 3600mhz, I don't think it's worth the premium you pay.

GPU

Bare minimum means just to get display out - GT 710 1GB
Bare minimum for deep learning - used GTX 950 in warranty if possible.
Since you're gonna buy a better GPU later, it's better to go for used now.

Antec High Current 850w Gold Modular or Corsair TX850M Gold Semi modular
- I don't know how serious you're about overclocking and crossfire/sli. If you think you would go crazy with that, you may even need ~1200w PSU
- If you don't crossfire/sli some beefy GPUs and won't go crazy with OC, then ~ 550w should suffice.

Cabinet of your choice. Just make sure its good enough for all your components.

Thanks "nac" for your very good suggestions.

I am fine if the budget overshoots 100k. I was also leaning towards Ryzen 7 2700x & 470 Motherboard. I really appreciate your suggestions regarding other components such as HDD viz. WD Gold which seems to be enterprise class and hence, more reliable.

Thank you billubakra for bringing this post to forum seniors attention. I really appreciate it.

@PrasOnWeb If you want real good data loss security then just buy MS Office 365 5 users pack that costs ~4100(on prime day deal it was available for 2999,one of the best deal in my opinion on that day though not many took it) per year & comes with 5TB of one drive space(1TB per user) instead of spending money on costly enterprise drives. No amount of consumer efforts regarding data security will match the resources of MS,google or Amazon & out of these 3,MS one drive is the cheapest.

Does NVME drive make sense for purpose like OP ?
W
Jul 19, 2018 at 8:53 PM
No suggestion for NVME drive till now,M2 drives comes in two formats: sata & NVMe. Using a sata m2 drive disables 1 sata port on mobo as it is just like a sata drive(hence performance wise same as sata) while using NVMe drive(pcie x4,these are the real performance drives assuming from brands like samsung) usually disable 2 sata ports on AMD mobos because of fewer pcie lanes on these mobos.

Using the M.2. NVME labelled drive on a Asrock B350 Pro4 disables the second PCI E x16 slot, on my motherboard. Havent tested on my system, but thats what official documentation says.
Unsure about X470 spec, but I think it can accomodate 1 NVME M.2. drive + dual GPUs as is OP's requirement.
Still, running GPUs at x4 speed seems like a terrible waste of performance. (Although if Deep Learning is anything like mining) it shouldnt matter very much.

^ Not just this model, all ADATA ram sticks have lifetime warranty.
Not everyone, in fact most of the people don't keep the same system for over a decade. So pretty much all the brands being suggested here have 10yrs warranty, that should be good enough.
BTW, price would be about 8k for this model's 8GB variant - single stick.

960 EVO costs around 9.5k, if it suits your purpose, replace your SATA drive with that.
I think you are the rare exception where an NVME drive can actually benefit your work. So try to accomodate that into the build.

Is B450 mobo better than 470 mobo(As suggested by some seniors)? If yes, how.

My knowledge about hardware isn't much. I would appreciate if you can highlight the most important differences.

No,470 is better. It is just that there is usually price change for many mobo models whenever a large no. of new series models are launched so my suggestion is to wait a bit as I am expecting a price change/new models for 470 series.

Any suggestions for Monitor?

I am going to Nehru place day after tomorrow i.e. on 4th August to buy the build.

Also, Does any one have any idea if Shops(SMSC International, Cost To Cost, Computer Empire) charge extra for paying through Debit Card ?

Don't buy X470 mobo from costtocost as they don't have any good/premium amd gigabyte or asus mobo, for some time they are mainly keeping MSI mobos. I suggest to check prices on mdcomputers.in vedantcomputers.com primeabgb.com(its sister site onlyssd.com best site for ssd buying) before buying anything from nehru place.

PROCESSOR AMD RYZEN 7 2700X (UPTO 3.7 GHZ / 4 MB CACHE)

In fact I have found that nowadays costtocost/nehru place is good only for buying speakers(you can actually hear it & FK/amazon sometimes have complaints about courier company handling),hdd(quite delicate so don't trust online shopping/courier companies unless it is usb only portable version),monitors(can see actual picture quality & if same model is available at other sites at higher/similar price as never know how is handling of courier company).

Any suggestion for the Monitor?I have a spare 32 inch led tv- which I can use temporarily till I get the led monitor- However, I would prefer to buy one asap.

Any suggestion about K1200 Quadro for GPU? I saw one used one at quikr listed for 12K(Perhaps negotiable)

RAM: Adata XPG Spectrix D40 3200mhz 2x16GB DDR4
/ or 2*16 3000 Mhz DDR4
(Though cpu/mb combo could do 3600mhz.-ASUS Prime X470 Pro)
SSD: 970 Evo ( 256GB NVME. More than this cannot be used for AMD StoreMI without paying more.) This will improve the File IO dramatically.
HDD: WD Gold 7200rpm 2TB
{WD 2TB Gold Datacenter HDD (WD2005FBYZ) Or, WD Gold 8TB Internal Hard Drive (WD8002FRYZ) }
Cabinet: FRACTAL DESIGN MESHIFY C BLACK CASE FD-CA-MESH-C-BKO-TGL

Don't buy quadro for gaming. AMD StoreMI sounds good in theory but I doubt its practical implementation without few months of performance in real world. No game will reach even samsung sata ssd iops(~90k) let alone ~400k iops of samsung 970,for that you need a very specific workload(large databases/server like environment & huge amount of ram which though you will have). You can go with normal WD Black 2TB & save some money as Gold is meant for datacentre usages & just because it is named gold doesn't mean it will be more reliable than any other hdd(basic rule of hdd: always assume any hdd can fail at any time).

For monitors I don't have much suggestions as I don't play games so better take suggestions from gamers like in above post.:)

I think data analytics doesn't demand GPU like Quadro. Mainstream GPU's should be good enough, don't have to shell out a lot for Quadro. Yes, even from used market look elsewhere unless someone from your field says otherwise. I highly don't think these entry level workstation GPUs are better for money you pay and for you need. You can look at workstation GPUs when you need high precision and/or you have few hundred grand to spend on GPU alone.

As far as I know, K1200 Quadro GPU is a workstation GPU & it matches with my requirement as it is better for precision calculations & a much more stable GPU than GAmimg GPUs. It can run longer with better efficiency.

Does any body have any idea whether it will work fine with the Ryzen 2700x & AM4 motherboard? Will it have any compatibility issues?

Quadro GPU's and some Titan Xes can do double precision FPO. Just confirm if the data analytics utilities/tools you are using takes advantage of this. If no, then there is no point.

I'm late in reply, but for any other people looking for system for Data Analytics, please go with following configuration:

1) CPU: Preference for Intel CPU over AMD preferably 2nd or 3rd top version. Give Low Priority for overclocking
Reason: My experience with data software is that though most software itself are multi threaded, its the plugin/code that sometimes use single thread and thats when I find Intel better than AMD. For eg my most macros functions in Excel run in single core single thread, this I have never been able to fix in most cases. Similarly many of my R and Python plugins for data run on single core single thread.
SAS and SPSS do run ok as I mostly use its inbuilt functions.

2) RAM: 16 GB to start with, but go for 32 GB if possible. CAS latency is not a big issue, for data analytics high CAS latency and lower frequency RAM is ok. So you can buy the cheap RAM.

3) HDD: SSD nvme M2. Go for min 256 GB, 512 is better. I had issue in 128 GB as OS and core software took 45 GB. Rest space for data was low therefore was unable to move work data in fast drive. 512 GB made the whole change. It removed the bottleneck. Throw a 7200 RPM HDD as secondary disk. Transfer work data on SSD and then after work done transfer it back to HDD.

4) Graphic Card: Let me put this upfront, unless you are not doing coding in CUDA or OpenCL, graphic card is useless. Excel doesn't use it for calculations only graphs. R and Python also uses CPU and RAM and GPU is idle. So unless your software or code is capable of doing GPGPU, avoid investing on GPU, use that money for better cpu and ram. Or go for cheapest Pascal series nvidia GPU for minor GPGPU work and Turing series GPU for extensive work as it has dedicated Tensor core. Avoid AMD as nvidia is only card that support CUDA and opencl is supported by both. Also I have mostly come across GPGPU projects using CUDA/Nvidia.

5) Screen: As big you can go for. Since my visuals are mostly static or not very complex moving, I sometimes even connect to my TV with bigger screen instead for reduced scrolling.

Any other things will be add-on bonus but won't make much drastic changes to overall performance.

My configuration is based on following software that I have used:
SAS (base and enterprise), R (via rStudio), Python (via Anaconda), SPSS, Excel, Postgres Server (for local and remote database),
