Pc net not working through mobile hotspot.

Open windows command prompt & run ipconfig /all command & post the results here. Also check that your windows firewall/internet security software is identifying the hotspot as home/trusted network & not as public.

Are you by any chance using opera browser ?

Yes, I installed opera and chrome because I thought maybe it's a browser problem. Even when I connect my brother's wifi to my mobile hotspot , net doesn't seem to work in his mobile.*uploads.tapatalk-cdn.com/20200208/a2d75dfb64f40aa5a40b5cd4e2753cd8.jpg

Did you try setting up a static IP ?

Try this,open command prompt in desktop & then type & post the result here.

The must be with your phone then. Bad DNS configuration on phone .. faced similar issue when I had moto G6 play.

The issue is you can not change the DNS setting of the phone like router. Only update by manufacturer can solve this.

^^Somehow your phone hotspot is preferring ipv6 over ipv4 & having dns issue which I think is the reason as mentioned by @topgear above. The reason steam works is because IPs of game servers are hardcoded in game files so dns is not needed. Try setting dns server to google(8.8.8.8 & 8.8.4.4) in your pc settings & see if it helps.
