I'm planning to buy dell mini 10 with dos os.
Am I able to install win xp on it from external dvd writer?

Yes of course you can. But please check Dell India's support website for Dell Mini 10's XP drivers. Also you don't need an external dvd writer for it. You can easily create a bootable WinXP/Win7 image on a USB drive using Novicorp WinToFlash or other 3rd party tools.
