Question about secure site and connection properties

Sometimes when I connect to a secure site..I find that the second padlock (using Chrome browser here) does not show Green under https properties.
Instead it gives a warning like 'Server does not support TLS renegotiation'



Could someone help me understand if security/encryption can get compromised here and what to infer out of such a message.
