if you are OK with Symbian, Nokia 603. Else increase budget by 1k and get Sony Ericsson Live with Walkman.

Galaxy ACE (new model) - Nice 5 mp camera...830 Mhz processor, Android 2.3 (custom ROMS available with ICS 4.0.3)

i did some research and came up with two phones
Samsung Galaxy Y Duos S6102 and HTC Explorer
which is better and more durable

if you are ready to spend 12k, avoid both.

HTC Explorer is good for people having a budget for 8-10k as it costs 7.7-8k.
For around 13k you can get Sony Live With Walkman
